When I had my Saab 900se (Turbo) I just got a kit from eBay and rebuilt it. Very easy. Hardest [art was getting one ring off and just took it to a trans shop to get it off. I could get it back on.
As far as I am aware they are not rebuildable.
I wish I could help you, I sold my 5,000 mile new VF43 to a friend earlier in the year for damn near nothing, along with my TMIC and injectors/associated crap.
Side to side is normal, in and out is usually due to bov/cbv not working like they are suppose to and old clog catalytic converter.
As far as I am aware they are not rebuildable.

Unless they know something that no one else in the Subaru community knows, then no, IHI turbos are not rebuildable. Now, this may have changed in the time that I have been running a Garrett, but I certainly wouldnt risk my motor with cheap ebay parts. Lets not forget that these things are spinning potentially in excess of 100,000rpm, and any hiccups could take out the motor.
They are rebuildable. A simple google search you can find plenty of pics showing the rebuild.

And if you think the rpms is what does a turbo in, please stop giving "advice" out as you need to learn how a I.C.E. works first.
I have rebuilt turbos and worked on many turbo cars, let alone owned one. Just because some owners don;t know a lot about cars does not mean what they think it true. There may have been a time when parts were not out there, but as I linked to above they excist now. The only one I see there being issues with is the RHF5HB Ball bearing turbo. I don;t know if there are aftermarket parts out there.
Look like you're putting a decat exhaust on there Jlee. The best part is the greater sound you get. I dropped from two cats to one on mine, just so I could pass emission testing without dropping and replacing the exhaust every year.
As for how much power the motor can take, it's pretty much always the trans you need to worry about first, the H4 motors are very strong. They really don't like going lean, though. #2 piston is the favourite for getting hottest first, IIRC.

Infamous Tuning can do remote road tunes. You buy the cable and use a laptop to data log. They send you a base tune, you run it and datalog. They refine. You get I think up to 7 retunes with the same hardware over a month or so to make sure everything is smoothed out. People have had very good results with them and the price is reasonable.I can run a VF39 with an Accessport tune and it is bigger than what I have stock. If I do anything else I'll need to find an AWD dyno and a guy who can tune it.

I'll be doing that if I decide to keep my car. It should provide a bit more power and a smoother tune than Cobb.

the bulk of the import community is full of pimple faced 16 year kids who think 300hp is impressive.
I can think of 30 shops off the top of my head that can fix that turbo to better then new specs.
