Looking to Upgrade my PC

So I have a fairly old computer at this point and it works more or less fine except that it is starting to struggle to run newer games at non-shit settings. I've also noticed that my computer likes to start stalling and stuttering at random points where it wouldn't before--like when steam is downloading a game, or if I have a bunch of programs open--any time I deal with catalyst control center. I dunno if this is just me needing to reformat, a lack of ram, or just a slowish HDD. Anyway, I have about 300 USD, what would be the best thing to upgrade given that my current setup is:

(running at 1920x1200)
Q9450 @ 2.66ghz (i had it overclocked to 3.6 a while back but reset it and have been too lazy to set it back up, but i can pretty easily)
4gigs of ram
P5Q-E motherboard
4870 512mb (I actually assume this is what causes most of my issues because it has so little vram)
750W PSU
500gb 7200.12 seagate drive.

The sort of gaming I use the computer for are just general gaming--graphics settings aren't a huge issue for me, as long as they can be played at medium/high at 1920x1200.
Running assloads of EVE Online clients. I have 5 right now, the only reason I don't have more is because my computer complains if I try to run more than 4. It even lags at all low settings with 1 client during really big fleet fights.
Then normal other computer stuff.

I'm considering buying a 660ti, but I haven't really looked enough to decide if that's actually the right choice, tbh I don't know if I should get that, a 7950, or a really cheap 7870. No idea what the performance spectrum is. I'm not really interested in paying a premium for a little bit of extra performance, I'd just like to get the best bang for my buck so to speak.

I've also considered getting more RAM since it seems really cheap. If I was going to go down this path, would I be better off buying 4 more gigs and having 4 sticks in, or buying a set of 2x4gb (this is all DDR2) or upgrading the mobo, processor and ram to DDR3. (I'd sorta rather not do that though, doing essentially a complete PC upgrade).

Edit: Looks like my sig has my PC specs from when I had it overclocked a long time ago--reference that if it's helpful.

This could indicate a failing HDD. Got backups?

Or this might be a reason too.

RAM's OK, CPU's OK when OCed, so I'd focus on a new GPU while saving money for a new HDD or SSD. Even a $200 7850 would be a nice upgrade for you, and would be easy to overclock, too.

I would not spend any money on DDR2 at this point. Tough it out with 4GB until you are ready to upgrade to a new DDR3(4?) platform.

Overall, I'm pretty much in agreement with Ken. Stuttering and lack of responsiveness during normal Windows tasks sounds like a failing HDD to me. A new one of those plus a new GPU should set you up for a while:

Yup, your drive is failing. Backup all essential things and get things together for a re-instal like all your apps you are using, backup gaming profiles, email if it's local, pics, etc
