Question Looking to pick up an iPhone.....

I am looking to pick up an iPhone X or newer and needed to know what questions I need to ask. I know about carrier locked but what is sim locked and iCloud on/off?

Carrier / sim lock are the same thing.

Icloud is just a backup of the data.

Icloud locked means the previous user is still logged into the phone rendering the phone useless if you try to use it. Make sure they are signed out before buying a used phone.

Finally found a good deal (thinking) after a decent amount of time.

Had a question though - when I got it I did the “new person” wipe and I looked up the imei number and it shows location on. What does this mean to me? And how can I get it to turn off? I haven’t switched it to my daily driver test as I learn the iPhone nuances, but am planning to soon.
