looking to overclock, what would be the best, quietest and least expensive option.

Hello and thanks for taking the time to help me in advance.

I want to possibly overclock my system. Right now I am running a leadtek winfast 6800nu w/ 128 mgs vram stock cooling (cooler is quite, no way to tell how it performs under load though unfortunately as I have no external gauges, my temperature monitor is through the nvidia software and there is no way to have it show whilst playing a game, that I know of), a Athlon 64 S764 2800+ w/ stock cooling, 1 gig no name brand 2700 ram 2x512mgs, Lian-li aluminum Mid-Tower case with to vantech silent stealth 80 mm 2500rpm fans one in the side and one in the back, the one in the back intakes air whilst the one in the side exhausts the air (not sure if that is proper english lol), Vantech power supply with two 2100 rpm fans. Maxtor 7200 rpm hdd. Onboard sound.

What would be the best cheapest, quitest cooling solution for this comp. I have approximately around $100 to play with on cooling, although Id like to spend much less, since I have already had to shell out $500 on the video card/ motherboard + CPU upgrade.

Probably the cheapest way to improve your cooling is to switch those fans around - you should have the side as intake (blowing cool air onto vid card / cpu), and the rear as exhaust (to assist the psu in removing heat). Other than that, you might want to look into a cpu cooler, and possibly an Arctic Cooling NV Silencer 5 for that vid card (I doubt it's actually that quiet). For the cpu cooler, there's a few choices. You could probably pick up a Zalman 7000B-Cu for about $40-$45 US, which would do nicely. If you could replace those case fans with 120mm fans that'd be great, but you haven't listed which Lian Li you have, so not sure.

All good suggestions, another idea is to pick up a fan controller (I paid $7 for my no-name 4 channel @ 18 watt per channel controller) after you switch those fans around. That way you can adjust your cooling with what you are doing and maintain a quieter computer when your not gaming.

Yep, forgot that one - I have the Superflower Fan Master in mine, but you don't necessarily need one with an LCD - the LCD is really more for show than anything else, but every now and then it'll pick up on something getting a bit hot for my liking for one reason or another (alarm temps are adjustable). If you can fit that one in your budget, it certainly wouldn't hurt, otherwise I'm sure that $7 one will adjust the fan speeds just as well 🙂.
 
You should also consider swapping out that no name brand PC2700 memory for some name brand DDR400 (PC3200) or faster (DDR433 or more) memory. Starting off with important/critical parts slow (when it comes to performance/speed) is going to severely hamstring your overcocking efforts. You didn't mention what mobo you have, which is also an important/critical part since that's what is going to allow you to overcock or not...

Basically, trying to OC with cheap/slow parts is going to do very little for additional speed but do wonders for your stress level. At least, if you're looking for a stroke.
 
Well yeah my memory sucks. :/ I just cant spend anymore on this thing. Ive already spent $500 on a new video card, motherboard, and cpu. The motherboard is the Chaintech VNF3-250. So I basically cant overclock then with my memory. I have priced memory and it looks like $200 for a set of 512 name brand chips.
