Looking to build low power PC

I am looking to build a very low powered pc that I can leave on and record tv programs via tv tuner card.

I was looking at Atom systems but none of them have the required PCIE slot I need...

My next thought was an i3 530 but that is twice as much...

You can get TV tuner cards to run through USB. Foxconn makes a nice 330 Ion barebone for $190. You'll have to add RAM and a hard drive, but it's fast enough to run a tv tuner card, and can sit under your tv as htpc as well.

I think Microcenter is still running deals on AMD CPU with a free motherboard. I picked up Athlon X2 250 with a 760G motherboard last week for $65. The X4 is available for $100. There a wide variety of cheap mATX cases available with a PSU and free shipping for under $50 on newegg. Add 2GB of RAM and a hard drive ($100)and you can have a low power system running for about $235.
