Looking for Website Building Software

Looking for some free or low cost website building software for a newbie to be able to build her a complete website from the ground up. I know places that do hosting offer website building software, but most charge a monthly fee for using it. I looking for something simple without a big learning curve (talking complete noob here) that she can pretty easily build a site with.

Suggestion appreciated.

I don't use them, but googling WYSIWYG html editors would be a good start.

Dreamweaver was popular.

I just use HomeSite as a glorified text editor.

I would look at concrete5. Its a pretty cool CMS system that is simple and easy to use. As for hosting you will still need a place to host the website.

Before using KompoZer I just want to know how it is different from dreamweaver?

Don't know. I don't do web work, but for a couple days, I was prepping to help a friend with a website, and researching tools. KompoZer got a lot of recommendations, and the general vibe I got was that it was a quality tool. I never did use it. My friend got other help, and I lost interest, so I never gave it a chance.
