Looking for trial verison of Server 2003 and MCE

Ok MCE is meant for OEM's, but can I buy a retail CD and install it on an empty hard drive? Do you really need a special PC to run it?
 
Search "Action Pack" on Microsoft's website. $300/year gets you a ton of software, including W2003 server and MCE. Not trials either.
