Yes, that new Ever Case model is about as short as you can get with the PSU in standard orientation. The mobo and the PSU total 15.5" so 16" to a little taller is it. It may still be possible to find cases that mount the PSU in a vertical position. Doing it that way could get the height down to around 14.5" , but generally the width will be a bit greater and you will have to take care with clearanece around the top of the HSF. Antec sells some of similar height to the Ever Case like the 1650 series (what an apt model number..).
. I think Lian Li just came out with one like that (in the 50 series), but L-Ls are never cheap... Can't get shorter than that w/o interfering with the add-on cards unless they use a compact PSU form factor like SFX or TFX.
And here is one that achieves the low 14.5" height by moving the PSU to the front...
