Setting up an HTPC and I realized I need a video card with an HDMI out, but I want to spend as little as possible on this. Off the top of my head, I believe PCI cards work in PCI-E slots, and that's what I have, I'll be installing the card into a PCI-E slot. Anyone have recommendations or can help in some way with this? Much appreciated!

That would be a resounding "NO" on PCI and PCI-E slot interoperability.

You want an AMD HD5450, HD6450, or NV GT610. They come in low-profile and fanless configurations, ideal for HTPC.

You can typically find the Asus HD6450 for about $35AR. Cards like this sometimes drop down to about $15AR, but it's luck of the draw as to when the next sale will show up.

And as VirtualLarry noted, PCI and PCIe are most definitely not the same.
