Looking for the best to stop annoying pop up windows

Do I need a special software ... or cna I change some setup ??
I tried some softwares for that but all of them froze my PC and didn't really work !
I need one for win98 and onw for win2K ...
I have Norton system security firewall but it does not do that !!
 
I have Norton Internet Security 2000. There is a way to do ad blocking but it unfortunately works only on pop-up ads. The rest will still open. It has decreased the amount I have to look at though. Also, if you disable java scripts in your internet security settings you will do away with alot. Just go to Internet settings and select custom, from there you will be able to find java scripts and just turn it off. This may not be the best way but its one I know of.
