Looking for system wide english to spanish translator

I am looking for an application that will allow me to veiw everything in spanish. When I say this, I mean I want all the text inside windows to be spanish. So the desktop and control panels etc will all have spanish words under them. Is there even such a program? I am sure there is something... if so then what is it called? Thanks ion advance.
