Looking for some software capable of splitting individual channels (left/right) from an mp3

If the topic wasn't clear, lemme go with an example.

Say I had a 128kbps stereo (not joint stereo) mp3, and for whatever reason I just wanted to get the left channel of the mp3. But suppose I wanted to keep it in mp3 format, and didn't want to have to extract it to wav, then recompress to a mono mp3. Are you with me so far?

Now, if I were software that was capable of extracting JUST the left audio channel from an mp3, in mp3 format, where would I live?

Annnnnnnnnnnnnnnnd... go!

Nope, it has to re-encode since it imports the mp3, rather than editing it directly. That was my first guess.
