Are you looking for copies of specific new laws? You can contact your Congressman's office and they will get them for you.
 
Yes in a way, but I guess also some sort of side information maybe explaining what actually the laws mean instead of having to read through 8000 pages.

im sure like the ACLU or some other political action groups have their own interpretations of some bills/acts.
there is some info on the www.aclu.org website. it might be a good starting place.
the congress has a website. you can look there too?
