Looking for some fairly complex GPS tracking software...

So in the Army we have what's called a FBCB2. Long acronym, basically it's a computer system mounted in every vehicle, that shows your current location, the location of other friendly/U.S. units, allows you to send text messages, set waypoints, so on and so forth. What I'm looking for, is this functionality that's able to be tied into

My Windows PCs
My Android Smartphones
My CarPC/Mobile laptop
A stationary home PC


Obviously, the cell phones have integrated GPS and (almost) always-on data. What I'm looking for, is the ability to publish the location of each device to all of the other devices over a network, be it public or otherwise.

I'd absolutely love it if it could tie into some kind of mapping program, IE the MS Streets, Garmin or Delorme software.

Does anything like this exist?

A bunch of Android phones running Google Latitude and Talk should do the trick...

that is similar to what I am looking for, but I need something that can operate independantly of googles or anyones servers, and also tie into windows pcs with addon gps modules.

What you are describing is a client/server solution. If you don't want to use Google, that's fine, but you will need to have a server in some form to manage communication between all the devices.
