looking for software to limit internet speed on both pc's

my room mate and I want to share a (4 MB) connection. I know separate software may be needed to be installed on both systems.

for gaming purposes, how do i split the connection so that we get (2 MB) each equally. what software or hardware do i require?

Router Owned:
Belkin N+ Wireless
Netgear N (WPN824)

Netlimiter will do this. Netlimiter 2 Lite is $17. Buy two copies for $15 each.

Keep in mind some software that is known to be bandwidth hogs may have an option to limit upload and download limits. Examples are uTorrent and Newsleecher.

Just let the router split the traffic and bandwidth.

Best way to do it.
No software is needed unless your friend plans to run torrents while you game, even then he can limit it in his software.

+1 for the tomato/dd-wrt idea.

Let's say I have a 3Mb/s connection with two PCs. Will the above idea split it evenly 1.5/1.5, 100% of the time, or does it dynamically adjust bandwidth? For instance, if the other PC is not in use, will I still be capped at 1.5Mb/s, or will it give me 3Mb/s until someone starts using the other PC?

It will dynamically adjust. Pick your router carefully though, I've never used a router with 100% working QoS. This includes my expensive DIR-655 and TEW-633GR premium routers.

That's because most people (including me) don't understand how to set up QOS properly to function.
