Looking for software to compose mobile ringtones.

Ok, so I was surfing around for free ringtones for my samsung n400. I found probably the coolest site for this (although not completely free).

They even have this section called "dead ringers" where people have uploaded .wav files, the site converts them to downloadable ring tones, and people can purchase these converted files as ringers that sound identical to the original. One catch... They won't do copywrited material and there's a special song I want that I'm not able to find in any ring format (for free or for lease) anywhere.

So.... I have been all morning searching for a program that will convert .wav files to ringtones. I've found several that will do MIDI to ringtones, but I could care less about that since I don't have a MIDI version of the song and I don't plan on composing my own rendition. I want to make my own dead ringer locally on my 'puter so I can load up whatever I want to my phone without having to answer to anyone.

Anybody know of software that will do this? It must exist because matrixm employs it on their site (not for download though).
