Looking for slow paced FPS games

I played through both Fallout 3 and Fallout NV and I really enjoyed them. I tried borderlands but it was more difficult than I cared for. I tried Black Ops and my response time is too slow to be able to enjoy that game. I ended up getting completely slaughtered. It is not very fun when you are new and can only move around for about a minute before getting killed over and over.

Thief - Deadly Shadows (aka, Thief 3) is a hybrid 1st/3rd person on PC, strictly 3rd person on Xbox, but the original two are first person only.

I highly recommend Thief 2 for the OP, along with the hundreds of available Fan Missions.
 
Portal would be best to learn FPS mechanics, and the keyboard/mouse combo. Far Cry would be a good follow up as it's free roaming and you can get used to playing different styles, whether it be run and gun, or stealth attacks.
 
Crysis 2 would be a decent shooter for someone new to the FPS genre. It slowly ramps the difficulty curve as you progress, you have a suit with really powerful features, and you can play at your own pace for the most part. You can opt to run-n-gun, snipe, or go for stealth.
 
Are any modern FPSes not slow? I'd say you'll be fine if you stay out of Quake Live territory.
This is the honest truth. Since modern FPS's are all about being realistic, you don't get this anymore.

I'd argue starting on Quake Live would make someone a better player over the long haul.
