Looking for really cheap PCI S-Video out

So I'm setting up my router/media box for my living room, but I'm missing the one key part of the whole media box aspect: video out to my TV. I can do either S-Video or RCA, though obviously I'd preffer S-Video. Unfortunately the computer in question is an old Dell Optiplex and has no AGP slot. All I need is either a PCI card that can do TV out or perhaps a VGA=>S-Video converter. Bottom line is whatever's cheapest.
 
Crap my urls didn't work but just go to newegg and type in pci tv and it will come up with a few, ati 7000ve for 41, mx440 for 53. I am sure you can get one refurbed or off of ebay for cheaper, but these are retail from a good company.
