Is there any freeware out there that monitor a network drive and notifies via email or taskbar tray popup when a file is added, modified, or deleted?

We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. Windows has builtin File Access Auditing

You would have to write something to Alert you when the appropriate security events show up in the security event log. The link above has some scripts to do this, although emailing isn't in the example, it could be done.
More Advanced tools out there like Verisys and Change Auditor are not free.
