in short, you will not survive without a car.

i recommend a motorcycle, cuts thru traffic, good on gas, takes up little space and most important, gets you around town.

Bah I don't think I could go to LB/LA then :(

i wish LA had a better public transportation system.... but that would require like 3 million buses

It's probably just me being used to old east coast cities with underground, trolley, and bus service. then again i'd be happy to sit in tarffic for a little bit each day if it meant being 70 rather than 7 degrees....

You might consider someplace like El Centro or San Diego down near the Mexico border.
Groups like churches go down to Mexico & do what you describe...charitably building habitats for impoverished peasants in Baja Cali.

Overall, California is probably the most urbanized state in the USA.
You might research some of the urban redevelopment agencies (federal & state) that get the big grant bucks to fund the kind of projects you contemplate in bombed out rough inner cities.
