my 2 cents if you don't mind.

It's generally extremely difficult to find a very good graphic designer who also is a very good web programmer, since the two are very different areas of expertise.

Consider contracting out the majority of the design work to a skilled and relatively experienced web designer (as in a graphic designer who understands web usability) and then hire the coder necessary to maintain and build the backend functionality of it.

I have the luck of working with some of the best web/flash designers in the business (really, I'm not kidding) but asking them to program in java and work in coldfusion would prove pretty hopeless. similarly, our programmers/dbas probably aren't know for having the prettiest personal sites in the company.

Also, experienced web designers (those no longer looking to pad their portfolios) tend to cost a lot when working on a contract basis. If you want a great looking site, it's probably going to cost you a bit to start it up, but the initial investment can be worth it if they do a good job.

good luck.

Huma is right, you need both a web designer and a web master/programmer.

I can do both but I don't excel at either.

I personnally did Trance-Escape.com's topsites which is quite bad, if you want it to evoluate, and www.i-stuff.org which is under construction and is really open, and i began to create an e-shop which wasn't bad at all even if it was simple, but I have to say that to have this output I didn't have to learn too much (i read the php and a part of the mysql documentation)... So I think that everyone can do this. If you want a good web developper, simply take a 18years old guy who is a student and give him 1000$ a month. He will learn quickly and work for you ;)

I am 18 years old, right :) but this isn't a personnal offer.
