Looking for EMail Distribution Software for Shared Boxes

I'm looking for a distribution software that will effectively log on to a POP3 server, retrieve mail from one pop3 account, and then serve it via another POP interface where users can download the shared messages. I'd like for the distribution software to keep track of which users download mail, so that no two users will receive the same e-mail. It would be nice, but not critical to have this data stored in an ODBC compliant database and a front end to see which user is tagged to which e-mail. Can anyone direct me to where I can find something like this?

I've seen some in house apps that were done, but I'm hoping someone has come up with a generalized solution that can cater to my needs. I take it from the lack of responses that something like this doesn't exist...
