Looking for cheap OC setup

i am looking to build a PC for a friend of mine but there is emphasis on the word CHEAP...

I am looking to build a reasonable PC that i can perhaps OC, i was thinking of using the Abit nf7 as a good platform, but i was wondering on the best Proc to use (i.e. the proc that will OC the best, therefore be worth the cash)... any ideas??

Also if not based on the NF7 any other Ideas on which rig ???

I recommend this Epox board http://www.newegg.com/app/ViewProductDesc.asp?description=13-123-219&depa=1 and this processor http://www.newegg.com/app/ViewProductDesc.asp?description=19-103-452&depa=1 together it will be about $190 and will overclock pretty good and ti will be much better than an Amd Xp setup.
