Looking for cheap digital camera

I'm looking for a cheap digital camera, around $200, possibly with smartmedia expansions.
Anybody has any suggestion?
I found this: Fuji FinePix 1300 Digital Camera for $209.
Is it a good camera, and a good deal?

Staples.com has the Kodak 3200 (1.0 megapixels) for $200, and you can use a $40 off $220 coupon. You'll need to buy some 16¢ paper clips to get to $200. It has no memory card, only 2MB on-board. But you can add Compact Flash cards. It has 2X digital zoom, and it's not USB.

I found some really cheap digital cameras on some auction sites. They say they're refurbished so I'm not sure if they'll be any good.
