Pretty much as the top says.
I need a cheap and bootable SATA card to connect a small 40GB SATA HDD to and boot to. Nothing more or less. There are tons of cheap cards on newegg, but I cant tell if any are bootable.
I bought a SIIG 2-port SATA card to test hds off of ebay for about $7. It was bootable, and served quite well for it's purpose. I don't think you'll have any problems booting off of any card that you get.
There are several here (Geeks) at better prices than from Newegg for the same models. All are bootable. And you can often find similar for even less (shipped) on eBay - some there have the newer SiliconImage 3512 chip.
