Looking for cheap 17" IPS laptop

Entry level graphic design machine for a client. Doesn't need to be anything special feature-wise as long as build quality isn't horrible. Only specific requirement is a ~17" IPS/PVA screen. It'll be used for light Photoshop and Lightroom work. Trying to keep it under $600 if possible.
 
You're probably not going to find that. There are precious few notebooks with 17" IPS screens, and almost all of them are gaming machines, which will be way over your budget. If you're willing to go down to 15" and a little over your budget, this might be a possibility.
