I am looking for CD player with balanced outputs.

Can anyone recommend me anything?

I came across just 2 models: Tascam CD A700 and Sony CDP-D11. Are they any good?

What max price should I pay for them, if buying 2nd hand?

(Please do not recommend me a CD player with digital out - this needs to connect to mixing desk)

I don't know about the particular Tascam player you listed, but I've used their products before and they've always been quality, long lasting products.
