This is going to be for snowmobile/car gps only. Will not have a data plan.

The bigger the better, but it still has to be cheap.

Droid x2 comes to mind at 4.3 inches, and they're around $25 on ebay.

Any better suggestions?

Does Droid x2 offer offline GPS navigation?

Anything with a GPS chip will run offline maps. I've been running offline nav apps since the WM days.

One thing to pay attention to is the state of the battery if your going to be buying a used phone. Running a GPS logging app all the time can burn some battery and a used phone is likely to have a non optimal battery.
I'd get something with a big battery and one with an OEM replacement one available and replace it.

What GPS app are you looking at using?
Alpine quest or viewranger are pretty good for offline backwoods stuff.

He could run it with a cord since he's mostly(always?) using it on equipment.

I use OsmAnd~...

I've been using mapfactor navigator. Also use a dedicated snowmobile mapping app that supports offline mapping. It's just easier to see a larger screen for me, so all things being equal I'll opt for the largest one I can get.

IIRC the S2 still had the wonky GPS chip.

The S3 is a solid choice but they still go for a decent price. If the OP wants big, the ZTE MAX can be had dirt cheap and would fit his needs.
