Looking for an Android map App other than Google

Try CoPilot Premium USA Maps for $10. Actually you can download the trial version for free then decide. Look here..https://copilotgps.com/us/personal/ It's my backup app when a loose my data connection in the middle of nowhere. This app loads all the map data onto the phone like a real dedicated GPS, approx 2 GB.
 
Have you looked at Waze? It may be what you want, depending on what "mile markers" mean.
 
HERE maps is offline too, but the database I guess is around 6GB. I need to get a micro SD card.

Depends how much you're downloading. I only keep 3 states downloaded in HERE Maps, which is total less than 1GB. If I'm planning a trip somewhere I'll download that location shortly before going.

So funny question: I have HERE Maps installed in the phone, not a SD card. Can I pick now to have maps downloaded to the SD card when I get one?

Yes. It has option to choose either internal or external card. Go to Settings and choose 'Storage memory'.
