Looking for a way to restore vista default decoder

I installed some converter program for video (cant even remember its name). While it installed it came up saying I needed to download mpeg2 decoder free utility and did so and installed it. Before, mpeg2 video was playing poorly with stops and stutters. After the the mpeg2 decoder utulity was installed, mpeg2 ran fine except... if I jump ahead in the video it freezes for 5 sec, then looks like its in fast forward mode for 5 seconds, then calms down, catches up, and continues to play smoothly.

ANyway, on my other vista pc's, the same mpeg2 video files play fine as is, with the vista mpeg2 incluced decoder (what ever it is), and jumping around in mpeg2 videos does not have any issues with freezing, stuttering or playing catchup.

Is there some way to restore the vista default mpeg2 decoder from the DVD?

Byw, mpeg2 video played poorly even before the converter program was installed, (this is on a vista laptop). I did a laptop restore from the acer restore disk, and for some reason playing mpeg2 video has been a problem since. You'd think restoring vista would "restore vista"??? When the laptop was new, mpeg2 video played smoothly with no issues as on my other vista pc's, so its not the laptop or memory issues. it worked originally on this laptop.
