Looking for a quieter video card.

I just bought a VisionTek Radeon X1300 video card at CompUSA (PCIe, 256MB). The cooling fan can be heard across the room. All of the other fans (processor, ps, case, etc.) are silent. Is there a comparable card (similar specs and the $99 price) that I can get that will have a quiet cooling fan? Can the fan be replaced with a quieter one? I would even be willing to consider a 128MB card if that's what it takes. I'm not a gamer, I just want to be able to do some basic video/photo editing.
 
For video/photo editing you definitely only need 128 MB, and any $40+ card will do.

But at Newegg.com, search on ATI chipset, PCI-E x16, cooler = just heatisnk and you'll find:
