Does anyone know how to change the Disk Volume name?
Is there a program or file that would let you do it in Win XP??
 
The volume name? Just right-click it in Explorer and name it what you want.

Do you mean the volume serial number? Trying to get around reactivation are you? 🙂

This utility claims to do it.
