Looking for a Phone Plan - No Number to Dial First

OK, I know these get posted all the time and I was reading one about 1-2 weeks ago. There was someone here that said they were using a certain company for about a year and they were very happy with them. There was no number to dial first, they bill you by the second, and it was for both interstate and state-to-state calling. The rate for calling instate for NJ was 3.5 cents/minute. They automatically lower your rates if they go down as well (no need to call them). Anyone know what company this is? Any other recommendations?
