Looking for a particular type of aradey shooter

I am looking for a simple shooter that allows you to become more powerful as the game progresses, something like a item shop (like in Tyrian) or maybe RPG character development.

No FPS, game play along the lines of Shadowgrounds but with "power" progression, I don't know what else to call it.

Sort of like a futuristic Diablo II?

I'm not really sure of a suggestion, just asking if that sounds right. Also sounds like X-Men Legends II or Marvel Ultimate Alliance would sort of fit the bill (except those games are still melee-centric, not shooters). But they do at least have action-RPG type game progression and (very basic) items.

If so, Space Siege. Only buy it at bargain bin prices... its pretty fun but nothing fantastic or worth paying a lot for.
