Looking for a movie

This movie has a guy who owns an apartment building. He has installed cameras everywhere and sits in his room and watches everyone. Like voyerism. He meets this girl and just "happens" to bump into her all the time.

Personally, it sounds like a porn, but she swears its a movie....

Give me some help movie gurus...
