I'm working on building a new core 2 duo system. I'm looking for a video card that's pci-e, for preferably less than 200 bucks, all I really play is Counter-strike source these days. I like the idea of vivo but it seems like vivo isn't offered on a lot of stuff and isn't really necessary. I don?t really care much about ATI or Nvidia but I?ll probably end up with the Asus PB5 board with crossfire so I suppose ATI might allow me to add another card later.

The 8600GT should be just fine for CS:S. Or, if you like red, the X1950 Pro, though the 8600 cards have much better HD decoding.
 
The best performing card in that price range is the above-linked X1950XT by a fairly wide margin ... of the 8600's I would only consider a GTS & then only if the 100% hardware HD/video decoding is important to you.
