I'm building a Car computer, and I have a TI 4200 in the computer right now, which is overloading my Dc-Dc converter (Car pc power supply). I'm looking for the lowest possible wattage video card I can get, I've got 10 Amperes to work with on the 3 Volt rail, including the Ram, so it's pretty imperative that I start downgrading some stuff in order to even get this thing running, just looking for a few suggestions, thanks!

You might have to go PCI. Look for a card that doesn't requre a heatsink and it shouldn't use much power. I found a couple of ATI rage 8mb cards on pricewatch for under $20, but you should be able to find them cheaper used.

IS this car computer going to be for maps and music and the like? if so you don't really need any sort of 3D acceleration, or minimal at best. an ATI rage solution may just fit your needs, also you may look into a board with a decent integrated graphics card? What are you currently sporting?

S3 are making a point about the low-powerness of their DX9 graphics solutions.

Also, you should look at chipset-integrated graphics. Sure, they're slow and sometimes only DX7, but they're economic as well. VIA's for example hardly uses an extra watt for graphics in the northbridge.
