All you care about is the battery life? And that's it?

ASUS Transformer series would be a great fit for battery life and close form factor, but you'd need to be able to do everything on android or web apps.

I don't know if there are any laptops that reach that battery life around that price though. Most netbooks I think will probably fall closer to the 6 hr range.

My 2nd gen i3 Dell Inspiron 14z gets 7hr with wifi and min brightness. 8hr wifi off. Don't know how different 3rd gen core i based 14z is. The 13" Vostro with same battery was just as efficient if I recall so slightly longer battery life due to smaller format.

But yea... tablets are probably the only things in that price range that will achieve 10hr.

Does the Transformer hit 10hrs on its own? I know that it gets something like 16 or 18 with the keyboard dock.

If so, then yes a tablet like the Transformer or the iPad, if the OP can do all they need to do with them, are probably his best bet if battery life is the number one concern.
