looking for a internet program

to work with win 98 and internet explorer that in the back ground saves every webpage to a temporary folder so i can browse were i visited off line i tried setting internet options to save the web pages but it doesnt work

If you save the pages your really want to the "favorites" isn't there an option to "make available offline"?
It may depend on which version of IE you have.
