Looking for a good video card for low profile form factor

Hello guys and happy new year!
I've been looking for a decent graphics card for my dell optiplex 755 sff. I'm completely new to all this so bear with me please. I don't want to do heavy gaming, just as long as some of the more recent games can play at a decent frame rate.
On ebay I found this but couldn't find any details about what this card truly is or it's dimensions or amount of power consumed. It has to fit my machine and ~75 watts if I read correctly. Can anyone help?

That's a very slow card. What's your budget?

That's a pretty old system, what are its specs?

As I said I'm not looking to be a heavy "pc master race" gamer. I'll be happy with low resolution ~30fps on say, metal gear solid v or something. I'm not looking to spend over $60 on the gpu as I am also looking to buy a cpu quad core 2.66 ghz. My monitor also isn't 1080p it's 1440x900.

Nvidia GT 740 will get you the performance you are asking for, unfortunately the price goes up over your budget as soon as you need a low profile card. The equivalent AMD card - the R7 250x - won't fit within your power budget.

I'd try to find a deal on the GT 740.

The reason I posted in this section was because I heard nvidia has problems with drivers and AMD has better support.
What exactly determines which gpu is better? The clock speed? Or is it the amount of ram?

Well, you should have said that, even though what you heard is incorrect.

You need to read reviews to determine which GPU is correct for you. That's what I did to research an answer for you. AMD really doesn't have anything that meets your needs unless you want to play at < 30fps.

Is that 30fps on medium settings? Or low?
And thanks for letting me know that wasn't true.
I just checked my psu. It says max of 275 watts. In the specs of that gpu it says it needs a psu of max 400 watts. I checked out the 730 and it seems appealing to me. But that says a psu of 300 watts. Now I'm scared, will it work or will it blow up my psu and mb?

I'm sorry. Well it was just a regular old dell optiplex 755 small form factor. Just with an upgraded cpu. 2.66 quad core processor. 4gb ram that I'm thinking I will upgrade. 500gb and 320 gb hdds. 1440x900 monitor. And a max 275 watt psu.

That's a 9 year old processor that's rated at 105 watts. That CPU isn't going to run any modern game such as Metal Gear Solid V.

Save your money, put it toward a new computer.

For the Dell Optiplex 755 SFF you will need the kind of low profile single slot card that doesn't have a tall cooler. (re: tall coolers will hit the hard drive caddy on that model)

That card you linked will work, but a better card is the PNY GT 730 GDDR5.
