You run around the screen shooting this little harpoon at these bubbles. When you hit them, they split into two smaller bubbles and so on. Anyone know the game I'm talking about?

You shoot this little thing that has a kind of rope attached to it. It's connected to your gun the whole time. It dissapears when it hits a bubble or the ceiling.

This is actually a cheap knock off of Capcoms 1989 Buster Bros. which is much better, download a rom and try it on mame. (that is if you own the rights to the roms 🙂 )
