Looking for a certain physics paper

A few weeks ago I read an article in a physics review magazine, forget the magazine aswell, since it was at school. The jist of the article was a physict who proposed that light has not always been the same speed, and has infact also been slowing down. There was some proof done by a few astronomers involving light going through nebulas, but I don't remember it very well. Does anyone recall reading this paper or the name of he author?
