Looking for a 4-pin 140mm fan for PWM control

I am looking for a 4-pin 140mm fan, for mobo pwm control (not 4-pin PSU molex). This is for a friend that just built a desktop and his top fan is fairly noisy, ok for gaming, but too loud for idle use. The mobo has a spare 4-pin fan header, so assuming it allows for fan control. He doesn't want to spend a lot, any ideas on a fan that will meet this criteria?

Thermalright TY-140. They are very quiet and good, and retail for around $18 where I live. They do mount in the 120mm mounting spots though.

What CFM is he looking for?
Yate Loon are not PWM but are Quiet (140 mm about $10 ). The R4 cooler Master are very good in my cases too (120mm by experience).
Nexus does PWM fans that are very good.
