ViperGTS mentioned: T-mobiles public $19.99 plan is 60 anytime, 500 weekend. While this isn't bad, I'm looking for more options. This will be for the mom to use on rare occasions (nighttime) and emergencies only.

I do have discounts with most carriers (VZW, Sprint, Nextel, Cingular, AT&T) but they are for the $30/mo+ plans and with taxes, it's not much of a savings anyway.
 
how does pre-paid work - set amount lifetime ? I don't think she wants something that accounts for every single minute... that's why the 500 minutes alloted work... unless pre-paid is cheaper than 4 cents/min.

Pre-paid is what it sounds like: you pay $20, $30, etc. before you make calls rather than after. It's is nowhere near 4 cents/min, e.g. Virgin Mobile has 25c/min for the first 10 mins of each day and 10c/min after that. Also, the minutes expire after 30-90 days.

Nope.

Usually it starts out $0.25/min the more you talk, the cheaper it gets.

I would go with T-Mobile's 60 minute plan and use the cell phone SPARINGLY.
 
I love my Virgin prepaid cellphone.

I rarely use my cellphone. Like, on the order of 10 minutes a month. You know, kind of like a cellphone for emergencies kind of thing.

I pay about $20 every three months.
