looking for 19" widescreen lcd monitor

is it because of the price because as i said i got 200$
shipping not included.. my dad pays for shipping =-)
anyway doesn't the samsung have a faster delay. its like 4ms while all the others are 5 ms
thats the only thing that worries me
 
i just say that the hanns has 700:1 contrasrt ratio while the samsung has a 500:1
firstly what does that mean and which is better
