Looking at MSI R7770, how slow will the fan go?

I'm looking at purchasing the MSI R7770 solely for OpenCL in Vegas Pro 12. I don't mind if the fans spins up a bit when I'm actually loading the card but when I'm not I'm wondering if there is a setting where I can set the fan to spin very slowly so it's basically silent.

I'm a newb when it comes to graphics cards as I've been integrated for the last 10 years.

This card, as opposed to one linked by you, have very low profile heatsink. It could idle with fan at 0% and still be below 50'C. But I don't recommend that. Fans can not start up from dead stop when low impulse is sent. This can damage fan motor, or even whole card.

The lowest setting in which the fan was moving was about 10%. This card should be dead silent at idle. There is only 7 watts of heat, which could be achieved with a passive solution.
