Lookin for a good LCD

I've been looking around for a good 17" flat-panel LCD that will be below $415. Any suggestions? I've heard a lot about some moniters having "dead pixels". are there any brands that are prone to this problem...or not prone? Also, are there any that have a refresh rate of 75...cuz i dont want one as low as 60. ok thx
