look at those funky colors!

is there something wrong with my graphics card, monitor, computer in general? Sometimes when some font or picture pops up, i see a rainbow of colors bordering the text. For example when the outlook loading screen pops up
(i don't use outlook tho, i try to send e-mail to people through messenger [right click contact>email] before gmail pops up, and now outlook pops up, does anyone know how to fix this???)
there is a border of every color in the rainbow surrounding the words outlook... am i overclocking my video card too high? what?? anyone had this problem before?

Just guessing - maybe the RGB colors are out of phase with each other. If they were, could be monitor or video card I'd think. Best check with a different monitor before anything else. And with any time there are strange problems, stop all overclocking & return to default speeds.
