I was in College Station this week and actually saw that. At first I was puzzled, but it still makes since. The plywood doesn't only protect the glass it also protects what's inside. In this case, the plywood on the outside of the glass would have broken it, so they put it behind the glass so they could atleast protect their products inside the store.
