Who pays for long distance phone calls, the caller, the reciever, or both? I'm wondering if a landline not enabled for long distance would be able to recieve calls from a cell phone in another area code.

The caller pays and you can receive calls from anyone.

That depends on your provider and contract. I think most/all of the current companies and contacts will not charge you for that call. Some don't charge you minutes for incoming calls either.
